The Dhaka Stock Exchange will disburse Tk 37.60 crore to 17,332 investors affected by brokerage defaults starting from 28 September. DSE Chairman Maminul Islam announced the initiative at a press conference held at the bourse headquarters in Dhaka on Tuesday.
According to the bourse, five defaulting brokerage firms siphoned off more than Tk 250 crore in client funds. The defaulting houses include Moshihor Securities, Tamha Securities, Crest Securities, Shah Mohammad Sagir & Co Ltd and Banco Securities.
Drawn from the investor protection fund, payments will provide each affected claimant with a maximum of Tk 5 lakh against validated claims. Islam said the full distribution process across all eligible beneficiaries will take slightly over two months to complete.
To prevent future defaults, the bourse strengthened monitoring mechanisms and market oversight. Islam said the Anti-Corruption Commission is investigating four cases regarding the siphoned brokerage assets, while a separate case involving the financial irregularities remains pending before the court.
High Court reinstates Ali Afzal as REHAB president

Ali Afzal was reinstated as REHAB president on Tuesday after the High Court stayed a commerce ministry decision declaring his position vacant. Justices KM Kamrul Kader and Fatema Anwar issued the order following an initial hearing on his writ petition.
The Ministry of Commerce declared the Real Estate and Housing Association of Bangladesh presidency vacant on 14 September. Afzal subsequently filed an appeal with the commerce secretary on 15 September before moving to the High Court to challenge the order.
The court bench also issued a rule and directed the commerce secretary to dispose of the appeal and stay the petition. A certificate from Afzal's lawyer said that non-compliance with the judicial order by the authorities would constitute contempt of court.
Following the ruling, the ministry's vacancy declaration remains temporarily stayed, REHAB said in an official press release. The stay allows Afzal to retain his presidential responsibilities while the commerce ministry reviews his pending administrative appeal.

Employees of online grocery platform Chaldal demonstrated in Dhaka on Tuesday, demanding the clearance of overdue wages and benefits. The protest at the National Press Club followed demonstrations at the company's Banani headquarters over unpaid salaries spanning up to six months.
Protesters said roughly 2,800 workers faced salary arrears, alleging that hundreds received settlement cheques that bounced due to insufficient funds. Former operations assistant director Saiful Hasan Tushar said his Tk 5.14 lakh cheque was dishonoured after he was terminated without notice.
Tushar said management offered to clear only 10 to 14 per cent of overdue basic salaries on 19 September, rejecting staff requests for 60 per cent. Facing repeated payment delays, employees said they were forced to seek government intervention.
Addressing the protest, Chaldal Chief Executive Officer Waseem Alim said the enterprise was experiencing an 'unprecedented liquidity crisis'. Alim said management is working to resolve legitimate claims, adding that several employees have accepted negotiated payment settlements.
BB allows offshore banking units to trade foreign currency

Bangladesh Bank allowed offshore banking units to trade foreign currencies directly with domestic commercial banks on Monday. The central bank issued a circular relaxing operational rules to ease foreign exchange shortages and facilitate international trade.
Under previous regulations from January 2025, offshore units could only finance zone enterprises, accept external deposits and borrow from foreign sources. The new policy permits units to execute currency sales and enter swap agreements with domestic banking units and scheduled local lenders.
Bangladesh Bank said lenders must restrict transactions to legitimate trade settlements, customer funding, liquidity management and foreign exchange risk mitigation. The central bank instructed financial institutions to avoid speculative trading and adhere strictly to international treasury practices and prescribed regulatory limits.
The central bank encouraged offshore units to implement cost-effective swap strategies to lower funding costs and reduce trade settlement expenses. Officials said the framework will expand access to competitive foreign currency financing for authorised commercial activities across the country.
